HOPE grew after the Japanese occupation of Indonesia ended. The Nederlandsch-Indische Gasmaatschappij (NIGM), which supplied electricity and gas, wished to resume operations. After all, people needed electricity and gas for lighting, industry, and household use.
It was far from easy. Many gas plants and power plant installations were damaged during the war. The gas plant in Gembong, Surabaya, for example, had been out of operation since 1945. It took time to rebuild the company and make repairs. This was in contrast to the operations of companies in other countries.
